Your car doesn't have a warm up regulator.  Problem must be one of the
ways the computer decides the engine is warm on CIS-E.  I don't have the
data yet (but I have two cars like this... 84,85), gotta get copies!

Probably one of those coolant temp sensor.  You've got more of them than
I do, anyway.
