Have to be unplugged to play seriously with the rack.  Often not plugged
back in.

Yup (current vernacular).  Official repair technique is to strip the
seat cover and insert a new elenemt between the old element and the
backing foam.

The onboard gauge is notoriously inaccurate, and the connections to it
are very prone to rot on early cars.

Ah.  "new steering rack".  Connectors probably left off reversing light
switch.
