Don't know about the TAP chip, but the '97 tranny won't shift up above
the highest gear you have selected... eg. select 2 and it won't
shift above 2 (once it gets there - it won't shift down if it would
over-rev the engine as far as I know). I've never heard of it
hitting the rev limiter in 'D' though... and I assume you were in D.
