The HVAC system is operating in recirculation mode. There is a door under
the instrument panel on the passenger side that directs the air to the HVAC
system. In one position the air is recirculated from the passenger
compartment. In the other position, the air comes from the outside. Yours is
the classic example of the door being stuck in recirculation. Recirculation
is only used for max A/C.
