There are two separate systems involved: the temperature flaps in the
heater box, which are controlled by the electric motor Fred described,
and the directing flaps that determine whether the air goes to the
defrost, center vents, or footwell, plus the recirc flap--all of which
are controlled by solenoid valves that connect them to vacuum.
Is the air coming out the right places, but always hot? That means the
temp flaps aren't moving from the "hot" position. As Fred described,
just open the glove box and take a look for the A/C programmer, a black
plastic box, with a 1" lever sticking off it. That lever should be
connected to a stiff steel cable (bowden cable, to be precise), which
moves the flaps. As you change the temperature setting on the head unit,
you should see the lever move through almost 180 degrees, from LO to HI
settings.
The control head notices if the temp flap motor doesn't reach its target
position by a certain timeout (there's a pot on the motor, I think, that
it uses to read its position). It tells you of the error by flashing the
outside temp light. When that flashes, you can look at the error codes
and it will probably say 07--temperature regulating flap.
