'On the way out' is a UK-ism for 'about to depart this mortal earth'.

The 'infamous splice' is another matter.  Ever notice that the cable
at the alternator, at the battery, and at the starter are different
sizes?

Somewhere in the harness they all meet and change sizes.  The splice.
