Rear wheel drive? Did you disconnect the front driveshafts?
That's the diff lock, and it's supposed to operate more or less like you
describe it. It doesn't provide RWD, but AWD in 'safe mode' to get you
moving in slippery conditions. The owner's manual should tell you all about
this feature.
If you don't have one, it can be ordered from your local dealership. That
is- unless like me, you want one for the '87 90q in Dutch.
