I too have wondered about this.  There is probably some residual liquid
left in heater core, block, radiator, etc. that makes up for the other
half.  I agree though that half the liquid remaining seems like alot.
My concern with this is what mixture do I pour back in.  If I get clear
water running through after a flush and I put a 50:50 mix back in then
my mixture is diluted significantly down to 33% coolant.  If you are
only putting in 1/2 of the capacity I might suggest you go 100% coolant
to get 50:50.

I know I didn't answer you what gives but hopefully the above will
give you proper coolant protection.
