My manual says the arrow is supposed to point down.  This did not 
keepvme from screwing it up, however, I installed it pointing towards 
the passenger compartment.  Fortunately, it seems to work fine and 
helpful listers have told me it makes no difference.

Ok, so I went and purchased a $33 thermostat from a dealer and it has an 
arrow stamped in the metal on the outside edge, pointing outward.  I was 
told that this should be pointing straight up- the thin bar/strip would 
then be parallel to the block.  Is this correct?
