need help-90cs headlight washers

Hi

I need some help in diag. a '93 90cs headlight washer failure. 

When the wiper is pulled the windshield washers work just fine. but the headlight washer do not do 
anything. Where should I start looking in order to fix this? I do not think it is the cold because 
it is just below freezing today. I always use window washer fluid (blue stuff).

These washers are exposed. ie they do not extend outward when spraying.
