Are you sure the heater valve is opening? You have several water cooled
VW's so you are probably already familiar with those plastic heater
valves. They can break in such a way that moving the arm does not move
the plastic part inside that is supposed to rotate. Usually they fail
open, but could fail closed I suppose. If you take the valve out you
should be able to look right through it when open.
