Visually you won't be able to see the corrosion on the splice.
You need to get the point on your multimeter and jam it before the
splice, measure and jam after the splice and measure. This of course is
with the car running.
Should see 13.7 before and after the splice.
If ya see anything less... let's say below 13.0 definitely repair the splice.
I have some very detailed instructions I wrote last year I can send if that
turns out to be your problem. They where blessed by half a dozen old time
list members :-)

Yes, the windows will be active after you shut off the car until a door
is opened.
