Had one of these on a 4K last week.  Someone had seriously overtightened
the parking brake cable clamp on one side.  You could apply the brake,
but it didn't release on one side.  Using the normal foot brake locked
that side solid before the other side had really started to engage.
Unlikely, but worth a check, especially if the cables have been replaced
recently.
