Bad ground connection to the tail light cluster.  Check that all the
pins on the connector are making good solid contact on both clusters.
On pre-85 4000s (with the early style tail light) there is an extra ground
lug on the cluster itself, that is separate from the connector.  It is
an easy "upgrade" to wire that up to the chassis with an extra wire if
it's not already done.
