Yup - with a little wriggling even a properly tightened cam belt can be
worked off and on the cam pulley.
I concur with the leaks - once you loosen the water pump, the very
minimum you have to do is remove the thing, clean the faces, and replace
it using a new O-ring. Thus the garage spares box should always contain
such an O-ring just in case. Beware also that there are two sizes of
O-ring ...
