Tim,
This happens to be broken on my under-warranty A4 right now....i think they
call it a "clock spring".  Either way, I bet you could replace it, I think you
just take the airbag out and it is under there.  Get the part number and call
Clair Parts Express, talk to Mark Burns (great guy to deal with), and he will
have it cheaper and you could probably do it yourself.
