Yes, on any glue job (a lot like painting) preparation is critical.  You
must make the surface super clean.  I usually cycle through a stew of
whatever solvents won't eat the substrate - soapy water, clean water,
alcohol, xylol, acetone, MEK.  If I'm still conscious after that I'll
paint or glue...
