surging 200q20v

Curious phenom.........
    Above idle, say 2000 rpm or more, any attempt to maintain a steady state
engine speed results in a hunting range of approx 300-500 rpm.
I can also detect the same surge when cruising along in a lower gear at
steady throttle. Another clue may be the slight hesitation when moderately
accelerating from 2500 rpm in any gear (barely perceptible in the two top
gears). No codes, new motor, less than 1k miles on it. I haven't checked the
O2 output yet but I thought that may cause the symptoms but should also give
a code. Any btdt.
