Less is indeed better in fog.  A sharp, accurate focus on your lights is 
helpful.  Fine particles reflect (refract) short wavelength better than 
long, so amber fogs do away with the blue end of the spectrum.  As 
another lister pointed out, mounting them to keep the beam path away 
from your line of sight is also important.  Relying on street lights?  
No matter how effective, it's not really an option unless you're on a 
lit track
