I have successfully used a product called "Extend" made by Loctite Corp
under Duro name.
After cleaning the loose rust and scale, you brush it on. It neutralizes
the rust in a matter of minutes as it turns a dark color. It penetrates
pretty well and stops any further rusting.  Good luck.
