Cold Weather Howling

On very cold days...around 0 F.....I have a howling sound that I thought was
coming from my power steering pump...it is starting to show signs of a slow
leak..but now I'm wondering if it is the turbo.  The turbo is working fine and
the howling normally stops in less than a minute.  The cold has a tendency of
previewing potential problems and I'm wondering if any one else is
experiencing this with cold temps.
