Removing Undercoating - UrQ

I would like to remove the undercoating behind the rear fender lip prior to rolling my fenders. Someone suggested using a wooden chisel. This may be stupid but are we talking a wood chisel as in "for use on wood" or a wood chisel as in "made of wood". The latter sounds reasonable if you don't want to ruin the primer underneath the undercoating, but I'm not sure it exists or how to find one. Can anyone shed any light here? Anyone with a post '84 UrQ, can you check and see if the undercoating was applied after the lip was rolled (i.e. covering and sealing the bent lip) Thanks.
