Fuel pump should run at this point

You have a slight chance that the clogged fuel pump screen is the culprit,
but the most likely explanation is just that the fuel pump dies and needs
to be replaced. They are not very reliable and you have a textbook symptoms
of a dying fuel pump, I'm afraid.
