If you can find them at all- get Noverox or (better still) Fertan.
Both are products which bind with the rust to form some different chemical
formula- the main thing is that the spot, treated once, won't ever rust
again.

Clean the spot well to avoid leaving remnants of rust under the surrounding
paintwork.

I've used Fertan to treat a sanded-clean car that'd been stored without
paint for years. The thin layer of rust came straight off and could be
brushed off after the Fertan had dried. Under the Fertan, there was only
clean steel. Miracle stuff.
