Local Internet User Charge

Fellow Audians;

When this message was first making its way around the 'Net,
several months ago, I went to Thomas' Legislative Information
page to read the actual text of the bill.  I was unable to locate
such a bill.  If it's not on Thomas, I highly doubt it's
existence.
