A4 Brakes in Rain

I have noticed the same thing. I have a 1998 1.8T FWD 5spd. I have
applied brakes during the rain to take an off ramp and felt as if there
were not brakes!!!! I complained to the dealer and they said all was
O.K. Now with 4 wheel discs there is always a very slight 'drag" of the
pad on the rotor so it should remove water build up. When I go to apply
the brakes after a period of wet roadway It feels as if the pedal loses
pressure and goes more to the floor. Something like a vaccum or
hydraulic loss of pressure. Not just a hard pedal with wet rotors.
Never had this problem with my 1994 Civic EX-a Coupe (with 4 wheel
discs). There must be something that can be done (recall, new pad/rotor
design etc...)
