Umm, actually you can.  Hydraulic assist brakes are the exception, not
the rule (even in turbo cars).  There are even MC powered Audis that
have been converted to vac assist.

Hmm...:)
Well, generally speaking if you are on the brakes, you aren't on the
throttle, right?  Hence, vaccum.
