I should have put 'smileys' or something.  Doyt Echelberger advice
which he sent me and also posted to the list essentially said that
to avoid speeding tickets one should keep speeds within limits.
This would, in effect, make one invisible to the law enforcement
officials - "cloaking device".

I wish there were such a thing, but alas it is just mere sci-fi.
