Bosch makes the various universal size lights both with and without 
city lights.  When I got mine (w/ city lights), there was a delay 
because the guy I bought them from only had the non- city light ones 
in stock because the distributor sent him the wrong ones.  Also, the 
Hellas commonly available here don't have city lights.
I'd guess maybe you haven't seen them without city lights because 
they could only be used (outside N. America) on vehicles with 
separate white parking lights.
