My 1989 200tq is number 145 of the model year and does not have an airbag.  
Also does not have a Bose stereo since that evidently started in mid-year
also.
Not certain when in the 89 model year airbags started.  My wife has a '90
Audi 100
which does have a driver's side airbag.
