I assume you mean the long cylindrical VDO type valve, not the rotary
Hitachi one?
My current view is that this valve has to provide an almost perfect
seal when closed. When you blow into one orifice, almost nothing should
escape from the other.
There seem to be two reasons why they leak - sh1t and broken seals.
The seal seems to be a surface-bonded thing actually mounted on the
surface of the plunger, around its circumference. If it is damaged,
toss the ISV. You will _never_ get it to work properly.
Sh1t is another matter. You _might_ dislodge it with carburettor
cleaner - but if you try and poke at it (even with the least dangerous
end of a feather) there seems a great likelihood of damaging the seal.
