Thanks for the advice Gary,
Sounds like a reasonable explanation - wonder if the cold & moisture are
affecting the relay - but this problem has only occurred on 2 separate
occasions.
So 99.9% is stretching it a bit, but other than 2 separate occurences of
this problem (both in snowy,freezing conditions) and a faulty A/C programmer
(no heat, also no fun in these conditions), the car has really been pretty
damn reliable in the 12k miles I've had it (could be the low mileage,
currently 87k). (I also don't consider little items, like one faulty seat
heater or inoperative cigarette lighters to be reliablity issues!)

I may be the fuel pump relay. Take it apart and re-solder as many pins on
the board as you can. I'd try this first. I have had the same symptoms as
you describe and fixing the fuel pump relay (you can purchase a new one for
less than $30) solved the problem. However, I live in Los Angeles, and
rarely experience weather extremes, so have no btdt on potential cold
weather problems.
