a) Probably the cruise control module.
b) It is attached to the bottom of a metal bracket that goes across the back
of the center console behind the radio.  This bracket has a hole in the middle
of it for the little rubber nubbie that is on the back of the standard DIN
mount radios from those days.

I don't know about the wires.  Get the Bentley manual.  It has wiring diagrams
with wire colors specified (not always accurate by the way).
