I've never heard of variable governors based on tire rating. I think the
governor on all A4s was originally set to 130mph for the US market - period.
Maybe the right number is 150, but I don't think it varies based on tire
rating. The governor speed might actually be arrived at based on the OEM
tire specs (HR vs. VR or ZR) but once they arrive at a limit, I think it's
applied across the board to all cars of that model, regardless of options or
packages.
Related tid bit. The boys at Road and Track said that when driving the new
Toyota Supra Turbo, the governor shut off the fuel supply so abruptly that
the car literally lurched when it hit 160mph. The car was still
accelerating so rapidly that they suspected the stock Supra would do around
190 mph without a governor, although, with the stock suspension and ground
effects setup, they thought it would become unstable and/or airborne well
before that. The tires speed rating was probably not Toyotas consideration
in setting the governor at 160mph, but rather the cars handling.

Do the fuel injectors on 99A4Q really shut off at the speed that corresponds
to
the tire rating. When I purchased my new A4 the dealer told me that the
fuel
injectors automatically shut off at 130 mph. They said that this was the
case
because the tires equipped from the factory were only rated to 130. This
would
correspond to the tire having an "H" rating. However, I have the sport
package
on my A4Q and the tires that are on my car now, from the factory, have a
"Z"
rating. This rating corresponds to a speed of 150+. So, will my fuel
injectors
still shut off at 130? I'm trying to make a little extra time on the way to
work.
