it's mounted to a shock absorber, which must have stuck for a while.

frame and rear sheet metal deformation, paint breakage leading to rust
in that area...

cracks or other stress in bumper itself?  I don't know if you have to
replace the bumper shocks after they do their job once.

Look all over the car for strained/broken rubber mounts - a good whack
will age a lot of this stuff prematurely.
