Hella makes a lamp called the XL, considered an auXillery Low beam. 
Although
I have never used one, this light is supposed to have characteristics 
similar to a euro-spec low beam.  This is the ONLY light I know of that
is
acceptable to use around other cars.  I don't have my catalogs handy,
but
I believe the complete kits sell for about $125 (lights, mounting
hardware,
wiring harness).  Sources would include PUMA (can't remember phone #,
but 
are they in the vendor list?), Daniel Kane Lighting (check Huw's web
page
for a link), or just run a web page search for Hella.
