Can anyone tell me what causes foam and overflow from the hydraulic resevoir?

This is what happpens: the brake light warning light comes when brakes are
pumped at parked or on road.  Light turns off after about a minute.  Brakes
start to feel slightly softer after a few pumps but not by much.  Tank only
over flows at road speed or at high rev at park with turning wheels lock to
lock and heavy brake pumping.  When the tank overflows it overflows alot,  I'm
talking about a real gush out of the cap, most of the flow seems to be coming
from the at the bottom of the resevoir (return line from the bomb).  Is the
pressure accumulator bad or is this caused by something else?
