Two different situations here.
First case, you gave your permision for a private individual to drive your car,
usually the insurance follows the car, so your insurance will apply to any
accidents.
Second case, a shop has taken possesion of your vehicle for repairs. It is
their responsibility if any damage occurs to the car while it is in their
possesion, this includes breakin/theft while parked in their lot. That's why a
lot of repair shops, especially dealerships have a chain link fence around a
well lit lot, to protect cars in for repair.
