Yes, they open at nominal 1.4 bar.

Probably an issue with the radiator temperature switch.  If you're
extremely unlucky, the head gasket has blown and combustion products
are being blown at high pressure into the water jacket.  An experienced
mechanic just needs to smell the coolant header tank.
