I have used a VAR adjustable pin spanner, a tool that I bought back in the
70's, its designed for inserting/removing the adjustable cup on bicycle
bottom brackets (amongst other things). It has a couple of drawbacks, its
not very long so holding the cam gear against the bolt torque is a struggle,
the pins are rather short and give the impression in use that they are going
to slip at any moment.
