4k coutout

	you'd probably never believe that i haven't
	gotten around to troubleshooting this problem
	yet, but it's true.

	anyway, i observed something recently:  i don't
	get any 4k boost cutout when it's raining.  yep,
	if the car is really wet, i can wind it out to
	my heart's content.

	i was wondering, oh list, if this points to a
	particular thing to look for in chasing down the
	boost cutout.
