i'm just guessing here, but that line may be used to switch between the
best of two vacuum sources depending on throttle position.
assuming this is the case:
one possible solution is to use one source and pick the one that provides
the most vacuum with a closed throttle.
another solution is that it may be easy to drill a hole on the throttle
body and insert/bond a barbed brass fitting to replicate the missing vac tap.
there is probably a boss on the tb for this purpose, centered on the
throttle plate.
