Loose vaccum hose, Ur-q

Help,

There is a vacuum hose that attaches to  the aluminum cast housing atop the
air cleaner.  A tiny brass tube enters the aluminum on the left side of this
housing near the neck where the 2" hose attaches to, the smaller vacuum hose
is clamped onto this tube.  On mine, the brass tube comes off the housing
and therefore makes for a poor seal.  What is the function of this vacuum
line, and what would be the best adhesive to secure the brass tube on the
aluminum housing.
