Yes the number of pumps will depend on the condition of the hydraulic
system. When you pump the brake you are using the residual pressure held
in the bomb to provide the "assist".  Once the bomb volume is used up
the assist goes away. The residual pressure varies depending on the
condition of your system - i.e system pressure, leaks, check valve etc.
and also prbably how hard you pump.

I have always heard a brand new bomb will allow about 30 pumps.

Won't this test result be somewhat dependent on subtle details of each
hydraulic system (piston displacement/travel, brakeline expansion,
etc.)?
The "brand new" (whatever _that_ means) bomb that I installed on my '91
200q a couple of months ago gave somewhere between 30-35, as I recall.
