I don't know if this is exactly what's meant by two fuel pumps, but 
some early (1970's -era) Sciroccos and Rabbits had a transfer 
pump in the fuel tank in addition to the standard pump at the right 
rear wheel.

I don't have any experience with them, personally; my Scirocco 
doesn't have one.
