The heater core is downstream of the evaporator so you can dehumidify the
air first and then warm it up. This provides warm dry air in moderate
conditions. It would get awfully cold if there were no provisions for reheat.

You're probably right but there is still a low ambient shut off device in
the system. I understand MB has a system with no clutch but that is the only
one I have heard about.
