    Sounds like the power brake booster.  Might just be a check valve
doing the hard pedal at shutoff though. Start the car for a minute and
shut it off.  Dont touch the brake and pull the hose out of the
booster.  if you hear the woosh of air going in the booster the check
valve is ok.  If not, the booster or the check valve is leaking.  The
check valve prob. wouldn't hurt the brakes unless you were left foot
braking at WOT.
