The A4 Euro light upgrade kits that these vendors sell also have H7 bulbs.
Supposedly they have better reflector and/or lens design than the U.S.
lights.  However, I don't think you'll find a dramatic improvement here.
This is in contrast to older Audis where upgrading from U.S. to Euros
usually make a huge difference.

The "off road use only" disclaimer is because the Euro lights are not DOT
approved for use on U.S. public roads and this is just a way for them
to be able to sell them.  It has nothing to do with actual functionality.

Another idea is to use Euro Audi S4 (the current twin-turbo V6 A4-based model)
lights which are Xenon.  They will probably have to be sourced from Europe, 
and you can count on a big price tag too.
