if you have a lien then you can foreclose.  

of course, all the lien holders in front of you get their $$ first.  However,
they no longer have a house!!

In some jurisdictions, collecting on a small-claims-court judgment is
problematical even if you win. I've heard stories of plaintiffs getting
liens on defendants' houses--fine if the defendant sells his house in
the next month, not so fine if he hangs onto the house another 20
years.
