That, I think, was the circuit breaker reacting to the short you
describe next...

Probably wouldn't help. Just go paint his building (windows included)
some ugly color some night, and tape the removed bundle of wires &
melted insulation to his doorknob.
You could ask him nicely to fix it right for free, but would you really
want him in there again?

If you're lucky, if the circuit breaker did it's job and the mirror fuse
blew, it will be confined to the mess in the door hinge. It just need
to be redone, properly (splices not in hinge area) and the boot should
be put back on properly this time!
